The only albino shark I know of is albino iridesent sharks or albino rainbow sharks. Either way, iridesent sharks get to 3feet in length and should not be kept in an aquarium unless it's approxamatly 20feet long and 10feet wide. Albino rainbow sharks have the same agressive attitute as rainbow sharks.
Silver dollars should be in a shoal of 5 minimum, peaceful fish, grow to approx. 6"
no clue on the hoppy cat.
High finned catfish sounds like a high finned banned shark, these really are best suited in a pond as they grow to 3 feet in length, and prefer colder waters though they can tolerate tropical temps.
The black catfish, could be a common channel catfish (grows to 3feet) or could be a red tailed catfish, grows to 4 feet.
The only fish that you list there that I'd reccomend in a 4foot tank would be the albino rainbow shark (if that's what it is) and temperarily the silver dollars (5 minimum remember.)
