I will be setting up 2 tanks that are about 20-30 litres each.
I want to use sponge filters in the tanks.
How big of an air pump do I need to power both sponge filters and what size heaters should I use.
Lightning won't be a problem as I have to clip on aquarium lights.
 
Well the bigger the better, and if budget allows get an adjustable pump so you can then set the air flow to your liking. 
 
You could get a powerful single outlet pump and just use a spliter to run both the sponge filters or get a pump with 2 outlets. 
 
How much are you looking to spend? 
 
I'm going to sound a cheapskate but as little as possible as the 2 tanks will be for shrimps snails and one will have a few crabs in it

Just aim for a pump with over 200Lh, I use a 100Lh pump on a large sponge filter and it works fine so for 2 you would want at least 200Lh
