There should be no problem, as long as they have access to the surface. I've never seen a Bio Orb up-close, but as long as the water surface is accessible then they can get to it to breathe. In that size tank (it works out to be about 7.5 gallons US) then you could put 2-3 in there.
It describes itself as 'ceramic' and advises that it shouldn't be replaced. It seems a bit rough, that's the thing, and I thought they probably spend quite a bit of time lounging around on the bottom of the tank?
Is it supposed to be used for biological filtration or something? If there is a filter in it you could always take it out and put smoother pebbles in there, I'm sure. But if it is really rough I'd probably stay away from ADFs or pretty much any bottom-dweller... they all prefer at least smooth substrate, if not sand.
