Adding Gravel To A Filled 10 Gallon Tank

well I got 7 pounds of pea gravel yesterday at a good price yesterday for my 10 gallon tank. It comes to half in so I need more but wont have the money for a day or 2. What I am wondering is can I fill the tank and dump the cleaned new gravel in later on while I am doing my cycle? I will add plants and ornaments at a later time and i am doing a fish less cycle. I need to be cycled and want to find the simplest way to do it. I'm thinking that this would cause the new gravel to float instead of sink and it will be a pain.
 
Your tank just has water in just now?Take some out,clean the gravel thoroughly (wash it under running water in a bucket),add it to your tank and top the water back up.You just can repeat this when you get the rest.
