2 Gallon Tank

At the moment its got three sucking leech things crawling around the glass
and some duckweed floating on top.

I presume the water quality must be ok as the leeches havent died yet.
 
It might be better to got 1 male and 1 female as males will fight, however you run the risk of pregnancy in females.
 
it is abit on the small side but, a male saimese fighting fish would do nicely, they are very elegant and interesting to watch. or you could have 2 dwarf gouramis, prefferably the red tailed yellow dwarf gourami as they are very small very elegent, they pair up sometimes and swim together, but make sure you pack it with plants as they love them.
 
how about 5 neons or do they reguire more swimming space
Yes, that's a much worse option than even the guppies, neons nearly get to the same size as the male guppies and are far more nippy with each other.

Certainly no on the dwarf gouramis, they would be VERY unhappy in this size of tank.

You'd be better with female bettas - but even then I'd personally say no to that, though others may not.
 
a single female maybe, but they need to be in groups of atleast 4 when kept together, so i agree too small
