There is no rule or guide as such, just put in what you want, their contribution waste wise is so small it is negligible.

So can I have 3 ghost shrimp in a 14 gallon how many gallons will they take do I have 1 less inch of tropical fish

You discount them from your stocking, when calculating what you want in your tank don't count the shrimp. 3 Shrimp is fine, you'll probably want more as you wont see much of them with just 3.
