yeah just talk to the teacher, once you know a bit more about who looks after it etc then you can make a better descision as to if you should take action.

I would personally do this.... Write an email to the heads secretary stating that the charges to talk to the head of the school are unfair and that they interfer with the right you have to a good education and that they get paid already by the tax paying pubic and including the parents of the students to do the job of looking after the school and student. I would go to the press about it and in the mean time I would ask the teacher if the fish could be moved to somewhere more suited to a pieceful life for the fish. I am not sure that a classroom full of loud noises and mass exits of children at the sound of a bell is ideal as the vibrations alone would be upsetting i would have thought. If he is not very helpful then I would ask one of the parents on the pta to do something about it.
