Wormy Things In My Empty Tank..

So in the 25 gallon...there are little wormy type thingies hanging from the surface of the water...they seem to have a head that hangs down while they hold on to the surface with their "tail."

Very odd...I wonder what they are and if I can feed them to my fish.
