Will This Foam Accumulate Good Bacteria?

Yeah it'll work. What you want is something that's not closed pore, ie the individual bubbles in the foam are not sealed off from one another.
 
Completely agree, needs to be open pore. (You could probably put it under a gentle tap water stream and if its open pore you'll see water come on through whereas if its closed pore the water will be repelled over the outer edges.)

Be aware that one of the purposes of dreaming up and designing "filter boxes" to begin with was that its a way to extend the time period a fitler can go without maintenance attention. The box helps the filter media "collect" the debris and the larger volume compared to the stream of water coming through means it won't get clogged as soon. When you put a bunch of foam right down at the stream of flow, its going to get clogged faster. This is fine as long as you're will to rinse it frequently but just thought that principle would be good to be aware of.
