Will These Be Ok Together?

Hi all....
As topic title really.
Would these be ok together in a 70 litre tank. Pair of Betta smaragdina, 10 neon tetras and maybe 4 african dwarf frogs???

Maybe some cherry barbs, or is that too many??

Am weighing in on the ADF, I really really recommend them as species-only tanks. They are slow to find food before fish because they find it by scent, not sight, and both bettas and tetras are nippy species and frogs often lose eyes and limbs to nippy fish.

With out overloading you with detail - ADF kept with fish often become maimed or die from starvation.
I have seen it many many times before (not in my tanks because I live by the species tank rule but have helped many tank owners who tried the community tank and saw it fail.
 
Oh right, ok.
Would the other 3 be ok together, if so, how many barbs would you recommend?

Yeah just under 20 gallons
