doesn't really matter....I would add guppies first. are you going for same sex guppies or a mix....if a mix make sure you keep a low ratio of males to females, but i recommend getting all males to keep your stocking down.
when you mix ADF into a fish tank....you have to be extra diligent about feeding them. they are quite slow at finding food, and most often fish eat it all.
I would have the frogs be one of the first additions to the tank, they will explore, find their own little "Safe" areas (the more safe areas you have, the more you will see the frogs. if they know there is somewhere close by that they can hide, they will feel bolder about exploring).
beware, if some of the shrimp are tiny or reproduce, your frogs will snack. they may also take a leg off here and there.
i would probably add the gourami last, they and guppies are sensitive to water paramaters, but i find gouramis more so. by adding them last, you should have your water fairly stable if the guppies are living
