Why is my Fish Tank NOT cycling?

Hello! No matter what I do, whether it's putting beneficial bacteria to adding more plants, my fish tank refuses to cycle. It's looking pretty normal with nitrates(10-15ppm), but still ammonia. I'm not sure what I'm doing wrong? This is a 10 gal fishless tank.

PH=6.8-7ppm
Ammonia= 0.50ppm
Nitrite=0ppm
Nitrates=10-15 ppm
Temperature= 78 degrees
