I have white shoots coming from my plant.

When I do a water change should I cut these off?

They are probably roots not new shoots... what plant is is?.... stem plant of some sort?

I have roots sprouting off my plants all of the time, depending on the plant you could just cut them off as they don't alway look that nice. Give us a plant name anyway...
