There is no "Best" substrate. But some good ones are fluorite and eco-complete.

It depends on your goals. If you just want a few plants in a low maintenance tank, go for sand as the cheapest option.

If you are going for a hi tech, hi maintenance tank, then ADA Aqua Soil Amazonia would win most planted tank polls.

Eco Complete is well regarded, but is best used on its own. If you want a top substrate of your choice, then use Tropica underneath.
