!. Buy a breeding pair of peckoltia vittata? 
 
2. Making my oscar tank a planted tank?

If you did (2), what would you do with the oscar?

Oscars are being sold. and with the sailfin plec they came with. Im deciding either to breed plecs or to plant it

I'd plant it and make an asian biotope with betta, rasboras and kuhli loaches.

I think the second as it will be better as you may not be able to breed the pleco not saying you are not capable. If you do choose 2 i think u should have a heavily planted tank with various shrimp species, ottos, pygmy corys and some small fish like ember tetra or micro rasborer

I like that idea. But its going to be shrimp only. Bee shrimp and sulaweise to be precise

Soil substrate,
Low low hardness (I'd go for about 50ppm on a tds reader)
Low low ph (helped by the soil substate and low low hardness)
 
Branches
Leaf litter
 
About 30 or 40 mosquito rasboras and four or five chocolate gourami.
