When Measuring Fish Do You Include The Tail?

All measurements I've ever dealt with exclude the tail. Angels are measured by coin size, you net them, and if they cover that coin with their body they are that size. I do keep spare change in my fishroom, including a couple half & silver dollars.

If I included fins I could sell 8 week old angels as dollars.

i sort of compromise. i include all the meaty bits of the tail but draw the line at where the fin starts.
