What Shoaling Fish Would Work?

It's always hit and miss with Cardinals as they are slimmer bodied and similar to Neon tetras. Some people grow them on together with no problems, others have found that they become a snack.
If the tank is densely planted, you may get away with it but it is a risk.

pretty much most fish that are not too small and torpedo shaped with the exception of rummynose and cardinal tetra as they get slightly bigger for an angel snack.... i keep both with discus with no issues at all

I would get cardinal tetras in a second but would the angels be ok with them because they have nipped some inch long neons before and its made me nervous about tetras?

cardinals will be fine unless you get really small ones. i grew some up in a seperate tank and within a month they were 1.5-2 inches, lots of water changes and a good diet.
i keep cardinals as i said with discus which have bigger mouths than angels and had no problems at all some are still about an inch in size. how big is the tank?
how is it set up?

Barbs are fine with anything that cant bite them in half usually as long as there are enough visual barriers.
