If you please tell me what kind of this fish, is it Tetra or what? and if it's Tetra what kind of it.

Off top of my head looks a bit like a White Skirt Tetra.

but is this white skirt tetra compatible with Angelfish cuz they sometimes nip them and angels have upper fin nipped, what causes this situation taking into account that tetras & angels are the same size. here are the pix.

IME skirt tetras should not be kept with any long finned fish such as angelfish. If you do although, they must be in at least groups of 8 so they wont pay too much attention to the angels and nip them.
 
Skirts can be nippy, especially if not kept in proper numbers.
 
I have 5 Skirt Tetras & 5 Angels in 10 Gallon Tank. Is it the size of the tank or should I separate the Tetras due to their number? help plz
 
A small group of Skirt Tetras better in a 20 Gal (70 litres) tank 
 
Angels need a tank with height of at least 20 inches (50cm) and 55 Gals (200 litres) tank would be minimum considered really, bigger is better.

I separated tetras for time being, and I will work on larger tank about 32 Gals cuz I have small area in my house.
Is there a cure for angels to renew their fins, and will they grow again?
What kind of fish should I buy to be kept with angels?
 
I've never kept angels, but clean and warm water will heal fins.  Also patience.
 
Your tank is not suitable for Angels, simply put!
 
Angel fins will probably grow again eventually but these Angels fins will grow fairly long and they won't be able to swim properly if the tank height is too low for them to swim comfortably. They sort of swim sideways and stresses them out when they do not have to right amount of swimming height.
 
I would recommend you find a good home for these Angels unless of course you are planning to get a bigger tank than the 32 Gals in near future, a 55 Gal min with tank height of at least 50cm.
 
32 Gals is perfect for tetras by the way.
 
The problem is that I like angels more but my little daughters force me to buy colored fish and they liked these skirt tetras.
What kinds of colored fish that are compatible with angels to keep in the new tank i'm planning to have with some modification as for hight? ( For Angels )
What about ( Silver Dollar, Rainbow Fish, Red Fins Albino Sharks )

Silver dollars can get pretty big and tend to be mellow-semi-aggressive, so not a good match for angels or your tank size. The RFS's aren't suitable either, they'll also get big and will go after the angels.
You really do need a bigger tank for the angels though.
 
Ok, advices are appreciated.
I will buy a new big aquarium next month, but I really want to keep other than Angels, some fish that are eye catching. I need someone who keeps Angels to tell me what to keep with these delicate creatures. Thank you
 
Dwarf Rainbowfish should work.
