What Kind Of Lighting Is This?

I have a 29 gallon tank and it is 18 inches tall, my fluorescent light bulb is 17 watts, is this Bright, Medium, or Subdued?

For alot of plants its not enough, but visually it is fine.

Java Moss
Vallisneria Spiralis
Narrow Leaved Anubias
Broad-Leaved Anubias

Maybe some Elodea or some Hygrophila Corymbosa, if room permits...
