what is the white stuff you wrap around plant stem

can anyone tell me what the white stuff is that you wrap around the plant stems when weighing them down

The white stuff is a spong then around that you put a lead weight, it's there to protect the stem really, i'ved used bits of j-cloth before.

You will need this only until the plants take root. This normally takes place in a week or two. After that you can remove the weights and sponge.
