What is the best and easiest way to change the betta fish tank water?

Hey there guys,
hope your you and your fish are doing great . I am kinda new in this industry and having a betta tank myself. I was wondering what is the best way to change your betta tank water in new and old Tank (Both)? Also, the easiest way to do so. Any information will be helpful.

How big is your tank?
Most people will use siphon to suck out the water preferably at least 70% for small tank.
Use a pail to mix the water conditioner and tap water. Stir it for a short while and then you can pour it into the tank.
