What Fish For A New Tank

I've just setup a new 25 gallon tank and used my old 10 gallon to help with the cycle. I've moved in my two black skirt Tetra's. I know i should add more, if i can, i was thinking another 4. One of them is quite aggressive and chases the smaller one constantly, will adding more help with this? If i have 6 in the tank, any suggestions for other fish i could maybe add?
 
One other thing, at the moment, this tank only has plastic plants. I am thinking of adding one or two real plants, any suggestions? I only have a Petsmart nearby so my options are limited. I'm also a little weary of adding too many real plants, my 10 gallon tank had algae issues and it was a lot of work keeping it clean.

It should help to add more, yes. And they should be kept in groups of 6+, so def pick up some more, when you can/when the tank is safe to add them.
 
Did you transfer any media from your other tank? The water contains almost no bacteria. Have you tested the water?
 
Sorry not sure what Petsmart has on plants so can't make any suggestions

Cories would make for a nice addition if you have sand or smooth gravel.
 
You could look into other tetras like cardinals or rummynoses. Shrimp would work too if you decide to go the planted route.
 
As for the plants it would be a good idea to look for an online retailer.

Thanks, yes i used media from my old tank, there was a little blooming last night but clear today. I have tested the water and it's pretty good.
 
I will look online for plants, petsmart's options are poor and some really aren't suited for a fish tank. 
 
I was thinking 6 or 7 of the tetras and another school of smaller fish, 6 to 8 and maybe a Gourami, dwarf or maybe a pearl. I really don't want to stock the tank to it's capacity, i'd rather have it a little under.
