A shoal of 6 or so neon tetras, 3-4 peppered corys and some small fish like maybe an all-male group of 4-5platys is pretty much all i'd risk putting in a 20gal personally.

I would go with a pair of Dwarf or flame Gouramis (for color, do two males). For background movement 5 Rummynose Tetras and a couple of Corys.

I'd say Bolivian Rams too! I love my Mr. Ram, he's so cute and very charismatic.

Very risky IMO to put a pair of males of such a territorial species in such a small tank; chances are they'll beat the crap out of one another. Also, a lot of dwarf gouramis carry an incurable virus these days, so it's a species I'd stay away from unless I was absolutely sure of the supplier.

I'd go with Tokis' suggestion, maybe with the reservation that if your water is very hard/alkaline something else may be better than the neons: e.g. black neons or glowlights. Or male endlers; they are as colourful, but are hardwater.

Just wanted to add that I have the same size tank and keep 3 peppered corys, one half-grown bristlenose (she will move eventually), 3 porthole livebearers (similar size to male guppies but less colourful) and a few amano shrimps.
