what can i keep in a small hard alkaline tank

How small is "small"? Some of the shell dwelling tanganyikan cichlids would be fine in tanks of 10 gallons or more and they preffer hard alkaline water. If that dosent take your fancy or the tank is even smaller then you could add a little salt to the water and keep bumble bee gobies.

How hard? How alkaline? My water is relatively hard and alkaline and I don't have much trouble with anything. I simply avoid fishes that are reported to do badly unless they are in soft, acidic water. For instance, no neons or discus, and so far I have avoided rams, though I suspect they would be ok if they were tank raised in my area.
