Its a 12Litre tank with Gravel and the Sand on top.

I was thinking maybe some H.C. or Dwarf Hairgrass?
 
I would try Marsilea hirstuta. HC will struggle, and i am unsure on the hairgrass, it will either work or it wont :/

HC (Hemianthus callitrichoides )
Anubias (Anubias barteri var. nana)
Cryptocoryne wendtii ''green''
Cryptocoryne wendtii 'Tropica'
Twisted Vallis (Vallisneria americana)
Moss Ball
Dwarf hairgrass (Eleocharis parvula)

Some ideas I posted on fifefish's other post. And why do you not think HC will work?
 
How come I have seen people growing highlight plants with an arcpod?

they usually have 2, or arcpod lookalikes which are 18w

Honeslty, with the 11W, I don't see the point of CO2 or ferts either. It would no doubt improve the growth of the plants, but if less-demanding plants were picked and the ones on the above list are pretty undemanding, I wouldn't go through the extra working of maintaining a CO2 system, and the plants will be fine. Make your life a little less complicated if you are able. If you wanted to keep the CO2 and ferts, I'd slap another 11W and then the pressurized CO2 and fert regimen make sense. You can then also grow pretty much what you like.

E. tennelus is nice too. With your size tank, I'd aim for smaller species so your tank doesn't look overwhelmed. Needle leaf java fern may be a nice option too, as are most of the mosses. I've grown HC under lower light conditions, but I had to really be on top of things. It does not grow fast and you really have to watch for algae. Hemianthus micranthemoides becomes a great background plant in this situation. It'll grow too, but a bit leggy, so the background position is ideal.
