Water Is A Bit Too Warm

Summer is full blast here where I live, and this whole week has temperatures averaging 90s and cracking 100 sometimes.

The water temperature in my aquarium is reading 84-86F. I have blood parrots and some tetra. Is this too warm for them?

I have read some methods on cooling the water down.
-Getting a chiller is out of the option as it's expensive.
-Our electricity bills won't really allow for using an AC.
-Right now I have a fan blowing on the surface of the water.

-There was some mention about putting ice pack or a bottle of ice water. This seems to be the most easiest and cheapest option along with the fan, that I can work with for now. Some say stuff about cold spots and sudden temperature changes, as well as putting ice cubes could be poisonous. What is your input on this? What if I treated the water first and freeze it, and then gradually add to the water?

I also reduced the hours that the tank light is on. It's also protected from windows from adjacent rooms with a curtain.

Any other methods, I would appreciate.

My tank is still hot at the moment its sitting around 28/29 down from 30/30+ now and thats with no lights on blinds closed and a fan blowing at the tank. I tried adding ice but it did nothing. Cooler water changes helped but by the next day they were back up.

Do you have any fish that really cant handle heat? If not I wouldnt worry as lets face it we dont really live in the rainbforest do we haha.

i'm sure you've tried this, but open windows will cool the ambient temp of the room, which will help, minimal light etc, and also try turning the heater down? i dont know how much that will help, but it should do some, and i guess you could try to make ice cubes from water in the tank? but i dont really know about that, the water bottle idea sounds good
