Water Filter Problem

I am in the process of upgrading from a 33 litre Aquarium to a 100 litre, what I am doing is filling the new aquarium with 62 litres of new water to get ready to add the 33 litres and fish in a few days after new water maturing. My problem is the new aquarium has a submersible filter that feeds into spray bar and into drip trays. but as I cannot add the full 10 litres I have added a 4" extension pipe to get the in pipe below the new water level but its not sucking the water up Question does the the whole pump have to be submerged as well? if it dose the only way I can do this would be to fill the aquarium to maximum and then part empty when transferring fish and there tank water.
Sorry if I have been long winded but I don't truly know how to explain it all.
Please help if you can as the internet shop I got the tank from are not very good at answering problems.

Probably others would answer better than me, but I wouldn't worry about transfering water. I would fill up the new tank with water, make sure it's dechlorinated, make sure it's the same temperature. I would then transfer all the contents of your existing filter into the new one, then transfer the fish.

Yeah, just ditch the old water - it's of no use to you in your new tank. Do as Lock Man says and you'll be fine. Putting your old filter media into your new tank is of most importance - it's home to your bacteria colony and the heart of your tank. Don't rinse it under tap water (chlorine will kill the colony) and make sure you dechlorinate the water in your new tank before the fish and filter media are added.

Edit: don't run a submersible filter out of the water, it'll likely play havoc with the impeller.
