Water Changes With Light On/off

Seen a few comments on some threads asking if water change had been done with light on or off ?..

Never herd of this before, is this just marine tanks or tropical as well?

And what does the help with ethir way?

with the lights off it reduces stress on the fish. no idea with marine tanks if it does the same thing with tropical tanks.. (i have no experience with marine tanks)
 
with the lights on you can do a water change, vacuum gravel as long as you aren't chasing the fish or harassing anything by moving decor into a pile etc.
 
i do mine with the lights on and all my fish swarm the vacuum tube.. funny until a fish wants to go inside it xD 
 
i turn the lights off when i need to do a cleaning on the larger decor pieces, and find that the fish don't know what happens until the lights are back on.
