the surface agitation from the water being poured in...the water will be saturated with oxygen so no more can be dissolved into it so its left as bubbles

But... the hose is submerged during filling up, and it runs veeerrrryy slowly.

aye, but the water that comes out of the tap is loaded with oxygen also

If the water in the pipes is close to saturation with gasses, the change in pressure when it goes into the tank will allow some of it to come out of solution. It sticks to the glass, ornaments, even the tank heater.

as it was in the case with my Astatotilapia fry..... it stuck to the babies, & they became bouyant ...... I lost all 200 of them.

It is a shame about the fry. In the future it might work to fill another container then stir the water well before adding it to the tank to get the gasses out of the water first. That way there should be few or no bubbles when the water goes into the tank.
