Water change/Filter question

I started my fish tank 8 days ago when should I start water changes? Also should I change out the filter before a month has passed?

Do not change out the filter period.and dont wash it in tap water if you have to wash junk off use tank water.Are there any fish in the tank? I am doing a fishless cycle and I am not able to do a water change til it is done which will be next friday.
