Very Sick Fish

Gosh I have fish troubles lately. My Male betta phantom is laying on his side at the bottom of his tank, he come up for food, and sometimes to breath, but hes usually a very active fish. I woke up this morning and thought he was dead, but he came up stared at me like he usually does, and I fed him and when he was finished he sank right back to the bottom. Now he isnt really responding at all, and the tips of his fins look like they are bloody.

The tanks temp is 80 degrees
no ammonia or nitrite and between 5-10 nitrate
tanks been cycled for months and I haven't added anything new.

I did a 40% water change, and it hasn't seemed to help him at all. help guys, i don't know what to do with him, i haven't seen this before...

Think you might need to treat with an antibacterial med. What size tank have you got?

Any sign of bloating or scales sticking up?
Can you lower the water level without damaging the filtration? With bettas-on-bottom it sometimes helps to reduce the distance they need to swim to reach the surface. Lowering the temp a little bit might help as well, as cooler water contains more oxygen and cooling water will slow bacterial growth if that's his problem.
Is his breathing laboured?
Is it just the tips of the rays or is the webbing between them bloody as well? (This is a CT right?)

He was in a five gallon, but i couldnt lower the water level so i moved him into a breeder trap into my larger tank, and he is a bit more active, but his fins are even more bloody then yesterday. he doesnt seem bloated to me, he seems the same as when i got him.

He is not a crowntail he is a halfmoon. I will just take a picture of his bloody fins since its a bit hard to explain. here...

And this was him before he was sick, it all happened so suddenly... figures, all my fish have health issues...

Please people, I have no clue whats wrong with my fish, and its been days! how am I supposed to help him!
