I added sand to my aquarium and although i did wash it. its's still very very cloudy in my tank and I heard you can't start your filter until its clear nor add fish but my fish are in a bowel and the water is going cold
 
what do i do to clear it up and add fish!

Has the sand settled.
If so you can add the fish and start filter.
Put some new filter floss in your filter also.
Keep adding tank water to bowl to match the temp of the tank.

How am I able to tell if the sand is settled if its cloudy?

i did this the other day and i put all my fish into a mop bucket and put the heater in with them so the water would stay at the right temp
 
it shouldn't take too long for it to settle enough you will still have some particles floating in the water but as long as its not too major then you should be ok to start the filter up again.
 
the filter will catch the little particles that are still floating 
 
can you post a pic of how bad your water is?

How long has it been since you added the sand?

Sand does not take long to sink and settle, the cloudiness is what is left held in suspension. It wont harm your filter, just add some extra filter floss which you may need to change after a day or so as it will get clogged up. You should be fine to turn on your filter and add the fish.

I agree with Star4 about adding new filter floss after a few days. As it does get clogged.
Also fresh black carbon helps clear the water.
If your filter makes a grinding sound switch it off.

The sand has been added for over an hour
 
I have added a few of my corydoras and pleco fish in to get used to the sand but I have started my filter, just waiting for it to maybe clear up so I can put the rocks and ornaments in the tank then add the rest of the fish
 
Might take a while to clear up lol

The last time I set up a new tank with sand it took about 24 hours to completely clear.
