ok:

2 heaters 250w about each- i think about £20-50 for both
2 external filters: tetratec ex1200 about £165 for both
gravel about £40-50

unsure about how to light a tank that big...

I think you would need to use bigger lumber than 2x4s. 2x6's would be a fair bit sturdier, but you might have to go with 4x4 posts. It would be a bit more expensive, but for peace of mind I would opt for the sturdier materials.

yes you will definetly need at least two external filters, and for lighting, if you want strong light for plants i would get two 4 foot t5 lights and mount them from the roof.

If you want bottom dwellers i would go sand instead of gravel, play sand being the cheaper option,i used nearly 2 bags for my 4 footer,so say 4-5 bags £18.

Heaters around £40 for both-depending where you buy them online
filters Tetratec externals ex 1200 x2

Partly it depends what you want to keep. For example, a planted tank will obviously need a lot of lighting, but a tank for large predatory fish will only need enough lighting to see by, but on the other hand a lot of filtration.

How wide/tall will the tank be?

I've had good results with the aquael unimax 700 filter. It's completely silent and comes with a decent length of hose. The multiple in-outs are very handy for creating sufficient flow in larger tanks. :good:
