carbon indeed adsorbs micronutrients. If they're already low and not restocked regularly, this can lead to severe malnourishment of the plants.
Doesn't matter as much if you add fertilizers daily (or a lot), though that's like solving a problem with violence.
German tap water is often low on nutrients. And we have one manufacturer that adds carbon to their filters by default. Seen many plants with problems due to that.
If you want to remove DOC, in all honesty, big water change and slap in some Seachem Purigen. Love that stuff. And that one really does not influence fertilizers.
If carbon helps in your planted tank, allelopathy might be the bigger reason.
