Yes, I have. Sorry, a long time ago, so no pictures.
It certainly is possible, I did it with a 3cm layer of pea gravel, no CO2 and rubbish lighting (I'm lucky by the way).

cool, well ive got co2 and root tabs so fingers crossed mine will, the leaves are almost at the top now

Ive heard that in order to get it to flower, you need to let the leaves grow to the surface.

Dern you people able to get tiger lotus! lol... We've been looking around all over the place for this plant and can't find it anywhere!
I'd love to get one.. not sure if I would let the leaves reach the surface, but if they did.. I'd sure take a pic of the flower if it did! heh
