So I’ve got a heater in my aquarium which I have set at 26-28*C however sometimes when I check the water with my hand it feels cold (around 15*c) however I have a thermometer that always reads about 27*C.
Am I just being paranoid or is there a problem here?

to double check the reading, get a second thermometer to compare your first thermometer to.

Agree with the second thermometer.
The water temp might feel different (warmer or colder) depending on your hand temp.

As you are cycling the tank (from another thread) you can have the water nearer 30 deg C to get the bacteria to grow faster then turn it down to ~25 deg when the cycle is finished.
