Tank And Hood For Under $100

Hello, I'm new here but have a few years of fish keeping experience. Looking to get back in the hobby again. I need a tank and Fluro hood for under $100. So what is my best standard tank size?

I was thinking 30 gallon 36"?

Also what is the best substrate for plants, I see a lot of people using very fine sand substrate- can plants grow in that!?
