Swim Bladder?

One of the black neon tetras I inherited seems to have swim bladder. How can you tell it's swim bladder and is it contagious? I suspect euthanizing is the only thing to do :(

All fish have swim bladders. Are you talking about a swim bladder disease?
 
Does he seem to be prone to float and fight to stay down? If so, not so much a disease as a food issue (like gas that doesn't pass) from eating too much. Feed some hulled sweet peas and it may pass.(Thaw frozen peas, then pinch between thumb and forefinger to remove the pea meat from the skin - discard the skin as it is hard to digest.)
 
Yeah ok. It's not contagious or anything? If this doesnt work I'll euthanize him. :(
