Yes the infected neon tetra has died. I don't know what the black spot on the white part of his belly was, i don't know if he was constipated or bacteria infected, but last night he developed swim bladder and died while i was sleeping because It was too late to go to a pet store. -_- I personally think he had a parasite AND was constipated. he also didnt eat the peas i put in the tank, yet the other fish did. Thought I'd tell you guys, if you have a fat fish, treat them at the moment. Now I have a question. Will the parasite be dead too? or will it go out into the tank and infect my two other tetras?!? Funny the fish food covered the dead fish :(

Quite often there are paracites present in our tanks but the fish don't fall victim to them unless they are weakened or stressed. I'd not be too overly concered yet unless others in your tank start to show the same signes.

What leads you to believe it was a parasite? Without definate proof of parasites this is a very dangerous assumption to make as anti parasite medications are made from strong chemical solutions.

Fish usually become constipated through diet, particually if they are surface feeders and flake is used as the main food, for this reason it is highly recomended that live or frozen foods are fed at least twice a week to help keep the intestinal tract clear.
