Surface Disturbance - Why...whatsup With It?

I`m sure most of you have seen my journal and can appreciate i am doing everything i can possible to get best plant growth in my tank. However, i have read a lot more posts on this forum and the issue of surface water disturbance seems to keep becoming an issue!!! I have to say that my surface is quite havily disturbed since i`m suing the 600 pump head instead of the 400. The jewel Rekord 60 advises the 400 but the Rekord 9X ? advises the 600 with the Rekord70 left for the buyer or suplying shop to decide!!

I plunged for the 600. However, i now think i`ve made a mistake since i have already had to block the outflow a little with some filter foam and its also causing a lot of water disturbance at the surface. I would therefore appreciate it if someone could advise me what the perfect situation is, since it seems like this could be working against me! Maybe i should just bite the bullet and buy the other 400 pump head, or should i just block the outflow more???

The more surface movement (or i think more precisely splashing as you need some movement) the more CO2 gets chucked out of the water, so you have to pump more CO2 in to get the required 30ppm, which is a waste of money!
