I already have 9 rosy tetras in my aquarium but I would like to add a pair of gourami so as a centrepiece or some ottos.

Would I be able to keep 9 rosy tetras 3 ottos or 2 gourami and some shrimp (about 6) comfortably in a 100l tank.

How long has the tank been established? It's best to add ottos to a about 6 month old tank for best chances of its survival.

I'm sure some honey gourmais would do fine, and maybe 6 ghost shrimp, or a whole bunch of cherry shrimp.
Instead of gourmais you could get a pair of kribensis or a pair of peacock gudgeons.

What do you recon I could add to a 30 litre lightly planted beta tank. I was thinking a few shrimp

What about some Sparking Gourami? Maybe 3 or 4 would work nice. Or if you add the ottos - you could look at keeping the tank South American and go for Dwarf Cichlids, Checkerboards would look nice with the Rosy Tetras or Laetacara Dorsiger would be nice with the red chest matching the tetras :)

The most I'd add to your betta tank is shrimp or snails. It will depend on the betta's personality if they'll tolerate them or not.
When trying them make sure there are lots of hiding places. You'll want hiding places for them in your 100l as well as some of those fish I think would also try to eat shrimp. :)
 
I would go with the cherry shrimp and peacock gudgeons or maybe a pair of rams and add the ottos later. I'm also rather fond of plecos, and you could get a BN pleco instead of the ottos because it's more hardy.
 
I think you should consider getting more than 3 Otos. I had 3 at first, but ever since I increased their numbers to 9 they seem to be more confident and now they stay around each other too. It looks nice.
 
Laetacara Dorsigera are amazing, peaceful and beautiful dwarf cichlids, I have a trio in my 100L :)
