I live in a very horsey community just north of Atlanta, Georgia. In this area, you do not see neglected horses often. There may be some older, skinny ones, but no where near this condition. There is a horse wellness scale, 10 being obese and 1 being so skinny and malnurished that it is hard to move. I have rated this horse a 2, and I'll post pictures of some of my horses that are rated about a 5-7 which is fit, not fat or skinny.

Today, when I walked by this horse, I took a camera because people just werent believing it. The horse smells like death. My horses will smell sometimes, but only becuase they rolled in mud or something else and it is washed off within 2 days or so. Anyways...

These are of the Mal-nurished boy

And this is one of my horses who is around 18 years old and still looks great, infact he has the most energy of the 6 horses at my barn.

My mom and I have called the department of agriculture but they cant do anything is there is one morsel of grain on the property, so I assume there is, though it could be dog food. Infact, these people run a dog grooming business and keep this horse in their front yard, which is basically a mudhole with the occasional sprig of grass. You would think that if you took in peoples dogs, you would keep nice looking horses in the front yard, not a bag of bones. To get your dog into the building you have to walk past the pen in which this horse is kept.

There is a man who works at the kennel there who one of our friends talked to about this horse, and he said he just gives the horse water when the bucket is empty and has been wondering why the horse was becoming so skinny. He said he had contacted a friend in New York about the horses but he has absolutely no idea what to do, afterall he is just hired to keep the kennels cleaned.

If any of you guys have any ideas of what i could do next, please tell me. If you live around here I will give you the address of the place through PM, however I dont want to publically announce it as I feel that would be rude, though i dont see how keeping a starving horse is any better.

Thanks guys.

Well, here are the links again.

There is no "ASPCA" in Georgia, and the website referred us to someone we had already contacted I believe. Also becuase its Christmas Eve, I'll probably have to wait until tuesday to get anything done about this. On the Chronicle of the Horse forum where we first posted this thread, some of the people said this horse wont make it past Friday without help, so were pretty desperate.

Thanks again guys!

poor thing... why not feed it yourself?

I'm sure you could call the police.. they'd figure something out if you cant find anyone else to call.

Well, its like bringing back a starving person. You can only feed small ammounts of certain foods at the beginning of the process, and without ever doing this before and haveing many opinions on this, Id rather an experianced horse resucer do it because I could cause him to die by feeding him the wrong type/ too much hay or grain.

I hate seeing people do this kind of stuff its just discusting. I would have to agree with vancouver call the police they should know what to do in this situation, and if they dont help call again say every hour or so and bug the crap outa them.

EDIT:
http://www.humaneassociationofgeorgia.org/...mal_cruelty.pdf

just found this online, maybe try getting some friends or family to call the department of agriculture with the owners name theres gotta be a point that so many people complain about this particular person that they will do something.

Well, according to local vets, theyve had numerous calls. The police have been out but they cant do anything either. One of the rescues weve contacted said that the georgia department of agriculture is the worst one in the united states for doing anything about abuse/neglect cases with horses.

What I find strange is that people actually bring their dogs to this place to be boarded. I have never once in my life of living here (since day 1) seen a dog outside except leaving or comming since theyve built this. I hear them barking, but never see them outside. A friend went over there just to "check it out" and said the kennels were filthy, dogs looked unhappy, everying was wrong. Why do people continue to do this to their pets by bringing them there. Apparently on the places description they do dog agility. We used to own a piece of property directly beisde theirs and shared a small pond with them. Well, after looking out there today, i saw all of the dog agility equiptment in the pond! My mom and I would go over and talk to them but were right up the road, and alot of people around here to bad things to horses, like shoot them just enough to wound them of feed them apples with razor blades in them. Its not that im worried about my saftey as much as I am worried about my horses saftey, and the neighboring horse owners around me. If these people are sick enough to neglect a horse to the point of it not living more than 3 weeks in its current condition, then I sure as hell want them to stay as far away from mine as humanly possible.

People never cease to amaze me, neglecting something that has no voice or power to say no, or help me.

Wow stuff like that just pisses me off.

but im sure some of the dog owners just dont know anybetter and razorblades in apples how sick can people get... I mean we took these animals out of the wild years and years back to help us and in return people cant even take care of there own animals... Ok now im gonna drive to georgia and kick dude in the nuts.

tnhowery, pick me up on the way, well settle this Northern style.

Ill kick her in the ovaries:p Thats just amazing that no-one will do anything about it, again i would just keep on calling these places and have as many people call as you can, its a shame to see an animal just waste away like that what an awfull way to go.

I agree completely. If you cant afford to keep an animal, and dont know what to do with it and refuse to donate it to a better place, then please euthanize it humanly. Hell, I think id almost pay for them to at this point, the poor thing smells like a dead animal when i went down to take pictures today. Its completely discusting.

The police sound pretty crappy too.. if they wont do anything about it..

Call the mayor? I don't know.

Im still thinking she needs a good old fashioned kicking in the ovaries...but thats just me...ok im done :p
