He has white, not wolly, over his gills for a few days now, tonight I noticed his mouth is always wide open. Is there any treatment or should I put him out of his misery?

How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

If there no parasite symtoms like darting, erratic swimming, laboured breathing, gasping, excess slime, flicking and rubbing. I would take the bacterial route.

180 litres
about 50 community fish
ammonia 0, nitrite 0, nirate 40, ph 7.6

his mouth is always wide open, whiteish colour around its gills and at the top gasping most of the time. Is it treatable? Treatments I got are Interpet general tonic, anti white and anti internal bacteria
 
What's the make of the test kit you are using.
What type of fish do you have in the tank as 50 fish is alot.

Guppies, Endlers, Tetras, Minnows and cories
 
Do the gills also look red and inflamed.

Ok.
Inflamed gills can be due to bad water quality, bacterial gillrot, gill flukes.

I would treat the fish with a bacterial med. if no signs of flicking and rubbing.
