Should I Start Again?

So I have a 27l tank for the little and am going to do the fishless cycle as per the excellent advice, but I think something gone wrong.
 
The tank is Love Fish Concept 27l which I bought on 4 days ago, no heater. The intention was to get some ammonia the next day to start the cycle.
However the pester power of a 4yr old is amazing, so we set it up and added the treated water. After all, I thought, "what harm could it as I was getting the ammonia tomorrow". Checked the water which has ph 7.4, this is a hard water area
Find a ammonia was more tricky than I imagined, finally got some yesterday from the Range <5% solution, so used the online calculator as added about 1ml. and the checked the ammonia level, it was approx 2ppm. I didn't check the nitrite level as the graph show that doesn't appear until day 4-5.
 
Today the water in the tank is slightly cloudy and there is fine white deposit around the pump nozzles and where the water from the nozzles hits the sides of the tank. I checked the water again 7.4ph, ammonia 2ppm and the nitrite was between 2 and 5 ppm.
 
Is this normal? Should I carry on or start again?

I'm still fairly new at all this but have crammed my head with much reading. you should be fine. Some tap water has nitrite and/or ammonia in it already.  You can call your water provider (in the USA here so not sure how it works in the UK) and ask them what they put in the water if your curious.  They sometimes add chloramines instead of chlorine to the water because it dissipates slower than chlorine.  This is interesting because choramines are like chlorine and ammonia combined together so when it breaks down over time it could put ammonia into the water.  I have also read that it has given some false positives on tests. 
 
Don't worry. It is common for the water to go cloudy and when I started my first ammonia cycle years ago I too got white deposits on certain surfaces. The water should clear soon and you should find that the white deposits fall off over the next couple of weeks.
 
Twenty seven litres is quite small for a fish tank and you will not be able to keep more than a couple of small (when adult) fish in it and perhaps a few shrimp. Others will advise on what type of fish would be suitable.
