Well, if by Biological Supplement you mean.. bacteria in a bottle, then its unlikely that will do anything but if you've already bought it then there's no harm in dumping it in.

You need to use a water conditioner that removes harmful additives in drinking water (such as chlorine, chloramine and heavy metals) when you have fish in the tank because otherwise these additives may harm them. When cycling, it is best to use straight dechlorinator if you can find it - a product that removes chlorine ONLY and not all the other additives. This is because some councils have taken to putting ammonia in drinking water, meaning that many water treatments now contain an ammonia neutraliser. If you use one of these while trying to cycle your tank, you're shooting yourself in the foot. Ammonia tests will read zero and the bacteria will not develop because you're neutralising the ammonia as fast as you're putting it in.

Biological conditioner is basically a load of rubbish. Cycle bacteria cannot survive in a bottle of cold slime on a dusty shelf for years. The products that actually work are Bactinettes (UK) Bio-spira (USA) and Aquarium Science Eco-start (Australia). Bactinettes and Biospira are refrigerated, Eco start is freeze dried. The results with these are patchy but indicate that some of the bacteria are alive and will activate in good conditions. The others have had very limited, if any, success. Unless it also contains an ammonia neutraliser, it is harmless but useless. Your LFS may tell you that you should continue to add a biological supplement every water change or every week or whatever. This is a load of crap formulated to sell expensive biological supplements. Changing the water does not remove any of the benefical bacteria and a fully cycled tank does not need periodical doses of bacteria because the population will stablise at the right number of bacteria for the fish waste to support.
