Safe Glue

I want to fix some rocks together to make a natural looking hidey-hole for my cories.
 
I've seen that superglue is safe if its 100% cyanoacrylate but I'm not sure superglue will hold rocks in the configuration that I want.  I did it a few years ago with aquarium silicone which worked but did eventually break down so I want to re-do it. 
 
I can use silicone again and just work on the assumption that every couple of years I will have to re-do but is there anything else I can try?  I did see somewhere some one mention epoxy glue - is that the stuff like Araldite where you have two tubes and you mix them together to activate them?

I used to use Milliput when I had my marine aquarium, it was like two long strips of clay like material that you roll together which helped fix my live rocks in formation, I'm not sure about epoxy glue sorry.
