Im just wondering would a 40L and 60L be to small to try and make like a wall of rock down the back with little bits the fish can dip into etc

no, you could do it, just pick rock sizes suitable to each size tank, ie only smaller ones, have them spreading across rather than coming out

yes you could.

i would use slate as it lays flat and easy to keep stable when building in high. its also easy to create 'caves'
