Replaceable Filter Pads

How long do you usually go between changing out the white filter pad? watching my filter, after about 2 weeks it seems like my filter "overflows" and pretty much bypasses the white pad and just runs over the edge of the filter. Am I doing this wrong?

I don't change mine until they are literally falling apart in my hands, and then i transfer at least half across in with the new ones so i don't lose all my beneficial bacteria.

Is it okay for the water to be bypassing the filter pad? It seems to get sucked into the the filter, and go right over the inside edge of the filter and back in the tank
