Red Eye Tetra Behavior

I have in my community tank 3 Red Eye Tetra, today I noticed something I've not seen them do before, 2 of them were acting funny, one was swimming then stopping and tilting upwards while the other was nosing round the rear of it, then a little chase then the same again.
then after another chase the chaser fish swapped roles and chased the other one then they started going head to tail touching bodies and swimming in a circle round each other.

I would say this looked like a pairing up/possible spawning behavior or am I wrong?

The other Red Eye by the way ignored all this and went about it's own business.
 
Certainly sounds like either spawning behaviour or dominance display between males.
