Recommend Me A Compact Heater

I have my Betta fish in a 25L bowl. With around 20L of water. First I had very cheap heather which I got from ebay however it broke down after 3 days. Then Fluval 25W which never worked and I have returned it to the shop and replaced it with Interpet delta therma. It work but even that temperature is set to 28C it will only switch it self on when the water in the tank drop to 24 and since it's glass, my fish does flare a lot to it’s own reflection when light is on. I have search around internet and haven’t found any compact heater with good review.
Any recommendations ?
 
Don't depend on the temperature setting on the heater - very rarely will the temperature you set it to be the temperature it maintains the water at. Try turning the heater up and monitoring it with a thermometer.
 
I think I have very poor water circulation, in a fishboal it's hard to attach heater and a filter in good position. There is worm water on one side and colder on the other side where the thermometer is, filter is next to a heater. I’ll try different set up when I’ll be changing water.
 
When setting the temperature on a heater, pretend there are no numbers on it - so rarely do the printed numbers correlate with the temperature it maintains the tank at. Adjust until you are happy with the temperature on a reliable thermometer in the tank.

It's also easier to maintain the temperature of a larger volume of water in a proper tank rather than a bowl, so maybe hit eBay for a cheap upgrade. Fluctuating temperatures can cause health problems.
 
This will have to do for now. I'm a bit tight on money but I'm already looking to upgrade for arc Tank.
